"HIV has cost America too much for far too long", said Admiral Brett P. Giroir, MD, HHS assistant secretary for health. The South accounted for 52 percent of new HIV diagnoses in 2017, according to the Centers for Disease Control. The city, along with Montgomery and Prince George's counties, is among the areas where the federal health department estimates about half of new HIV cases occur - including 48 of some 3,000 counties nationwide, seven states, Washington, D.C., and Puerto Rico. African American and Hispanics are the most vulnerable group of HIV infections, but they are poorly covered by healthcare services like Medicaid and Medicare.

'While we might have policy differences with the president and his administration, this initiative, if properly implemented and resourced, can go down in history as one of the most significant achievements of his presidency, ' Michael Ruppal, executive director of the AIDS Institute, said in a statement.

Today's HIV treatments work so well they not only can give people with the AIDS virus a near-normal life expectancy, they offer a double whammy - making those patients less likely to infect other people. "Every 44 minutes, a 13- to 29-year-old gay or bisexual man in the USA gets diagnosed with HIV", Mustanski added.

And yet, I believe we should work with the Trump administration on its plan to end the HIV epidemic. The plan will require diagnosing new infections as soon as possible, treating the infection rapidly and effectively, protecting those at the highest risk of contracting the infection, and responding swiftly to any outbreaks. "Only a quarter of sexually active teen gay and bisexual boys have ever had an HIV test", Mustanski noted. "Health centers are also a key point of entry for people undiagnosed with HIV", said Sigounas, who explained that almost 2 million people receive HIV tests at the health centers annually.
