In the early 1990s, as attorney general, Barr supervised Robert Mueller in his work as the chief prosecutor for the Department of Justice criminal division. The president said in a statement that Whitaker would fill the role of acting US Attorney General until a permanent replacement is found.
On another Clinton-related investigative topic, Barr told The New York Times in November of previous year he believed that there was more justification for the Department of Justice to investigate Clinton's role in approving a 2010 sale of USA uranium stockpiles to a Russian energy company in what is commonly known as the "Uranium One" deal, than for investigating any potential collusion between President Trump and Russians. The other person characterized Barr as "the leading contender".
Barr has worked in the private sector since serving as attorney general from 1991 to 1993, retiring from Verizon Communications (VZ.N) in 2008.
Currently, Mr Barr is counsel at the Kirkland & Ellis law firm in Washington DC.
The White House declined to comment.
President Trump said Friday that he intends to nominate William Barr, a prominent Republican lawyer and former attorney general, to lead the Justice Department. Rosenstein appointed Mueller following Sessions's recusal, a decision that angered the president.
"There is nothing inherently wrong about a president calling for an investigation", said Barr. "Those are the best attorneys general", said Democratic Sen.

He also told the New York Times that there was justification for further investigation of Clinton's role in approving the Uranium One sale to the Russians.
"To the extent it is not pursuing these matters, the department is abdicating its responsibility", he said.
Barr wrote in a May 2017 op-ed that Trump was right to fire FBI Director James Comey, asserting that the former director "crossed a line" in the investigation of former Secretary of State Hillary Clinton. He expressed confidence in Mueller early on and suggested the investigation wouldn't devolve into a "witch hunt", but he also has shared some disappointment when asked by The Washington Post past year about the donations that some of Mueller's team members made to Democrats.
"In my view, prosecutors who make political contributions are identifying fairly strongly with a political party", Barr told the Post in July.
Barr added that he "would have liked to see him have more balance on this group".
Mr Barr is the kind of nominee Senate Republicans - whose votes will be needed for confirmation - know and are comfortable with.
