A deputy sheriff and a doorman were among the wounded. The alleged perpetrator then threw smoke bombs into the bar and continued shooting.
Ventura County Sheriff's Office Capt. Garo Kuredjian said late Wednesday that it was still "a very active scene".
"The thoughts of every #NYPD member this morning are with the families & colleagues of all those killed or injured in the shooting inside a Thousand Oaks, Calif., bar - 12 innocent lives taken, including the first Ventura County cop on the scene: Sgt. Ron Helus, a 29-year veteran", New York Police Commissioner James P. O'Neill said.
"There was just young people like young, 18, 19, 20 just having a great time".
"The gunman was throwing smoke grenades all over the place", a different witness told KABC.
"It was just aimless shooting in any direction, and he pointed and just started shooting at the crowd that I was in", Spady said.

He told reporters when officers arrived at the bar to reports of shots being fired, they could hear gunfire.
The 23-year-old rushed to the bar, which holds college country music nights on Wednesdays, where he called a friend who was also at the Route 91 Harvest music festival in Las Vegas when a gunman opened fire, killing 59 people and wounding hundreds.
Several people from inside the bar told TV stations that a tall man wearing all black with a hood and his face partly covered first shot at a person working the door, then opened fire, seemingly at random, at the people inside.
