US Withdraws From International Post Treaty, Worrying China

19 October 2018

The US has announced plans to withdraw from a 144 year-old postal treaty, which the White House says lets China ship goods at unfairly low prices.

The United States formally moved on Wednesday to withdraw from one of the oldest global organizations in a bid to lower rates for foreign postal deliveries of small packages in the United States.

A White House official said that favourable shipment rates for developing countries let members like China undercut American companies by flooding the USA with cheap goods.

"We expect it to have a major impact on the counterfeiting and some impact on the narcotics", one official said. It's gotten to the point where USA consumers can buy the same item significantly cheaper from a Chinese seller than one based in the states.

"Manufacturers and manufacturing workers in the United States will greatly benefit from a modernized and far more fair arrangement with China", Jay Timmons, the president of the association, said in a statement.

The latest casualty of President Donald Trump's trade war? Cunnane has been pushing for a reduction in the U.S. Customs de minimus, which now waives paperwork and duty collection on shipments valued under $800.

They argued that the treaty allows foreign postal services, especially in China but also in Germany, to take advantage of cheap shipments to the US. The Bush administration reportedly shifted the focus of USA missile defense plans from Europe to the Pacific and called for long-range weapons targeting China's growing military power.

The official described it as an economic distortion that the administration wanted to correct.

The massive additional tariffs imposed by the USA on import of Chinese products worth more than United States dollars 250 billion has not had any impact on the American economy, President Donald Trump said Wednesday. Administration officials said they were assessing rates for other countries and had not made any decisions about whether the policy would extend beyond China.

Under the treaty's framework it takes a year for a country to withdraw, during which rates can be renegotiated.

Testifying to a US Senate committee on October 10, FBI Director Christopher Wray told the hearing that China posed a greater danger to the United States than Russian Federation.

The subsidy cost the U.S. Postal Service $170 million last year, according to NAM, a figure it says is growing at a rate of almost 40 percent each year. According to the Financial Times, the cost to mail a 4.4-pound package within the United States is $19 to $23, while China Post pays just $5 to ship a similar package to the United States.

The Treasury Department report said the administration will closely monitor the recent depreciation of Beijing's currency, which it said will likely worsen America's trade deficit with China.

DBS said its analysts saw Chinese companies considering a combination of margin squeeze, productivity enhancement, and re-routing of trade to deal with impending tariffs in the near term.
