The Spanish football federation (RFEF) announced that teams could field an unlimited number of players without European Union citizenship, a change in the rules for La Liga, which limits teams to three non-EU players in a matchday squad. Sevilla are upset about various matters, including: the match being played in Tangier, that it's a one-off match and most recently because of the RFEF confirming there's no limit as to how many non-EU players can be used.
And now, ahead of Sunday's game, Sevilla have said they could withdraw from the final if opponents Barcelona name more than three non-EU players.
Managers are allowed to name a maximum of three non-EU players in each La Liga matchday squad and Sevilla were of the opinion that the same rule applied for all competitions in Spain.
"The club's legal department is studying the matter and should FC Barcelona line up with more than three non-EU players, it would present a possible ground for filing a complaint due to an improper line-up".
Barcelona have taken four non-EU players to Morocco, Chilean Arturo Vidal and the Brazilian trio of Malcom, Marlon and Arthur. Widespread reports in the Spanish media claim Brazilian Philippe Coutinho has gained a Portuguese passport through his wife, easing Ernesto Valverde's selection constraints.

Barcelona and Sevilla have both been busy throughout the summer transfer window, despite the latter spending less than half of the former on new signings.
The Spanish Super Cup preceeds every La Liga opener and the match it is between La Liga champions against the Copa del Rey winners, but since Barcelona won the domestic double last season, Sevilla qualify as Copa del Rey runners-up.
Usually a two-legged affair, the match will be settled after just one for the first time on Sunday.
Despite the adjustment potentially giving his side an edge, Barca boss Valverde is also far from content.
