A North Korean Foreign Ministry official, Choe Kang-il, has flown to Finland for the talks Sunday, out of China.
Choe, experienced in negotiations with the US, is expected to meet the retired American diplomat as well as other retired South Korean diplomats, the South's Yonhap news agency said, citing an unnamed diplomatic source.
Mr. Pompeo, these officials said, has already been dealing with North Korean representatives through a channel that runs between the Central Intelligence Agency and its North Korean counterpart, the Reconnaissance General Bureau.
A North Korean diplomat is holding unofficial talks in Helsinki, Finland with a delegation from the US and former South Korean government officials. The story seemed to be everywhere, except for North Korea.
Presidential spokesman Kim Eui-kyeom told reporters on Monday that National Security Adviser Chung Eui-yong held the three-way meeting with his USA and Japanese counterparts Herbert McMaster and Shotaro Yachi in San Francisco over the weekend. It would be the first meeting between a sitting USA president and North Korean head of state, and it comes after the two leaders exchanged blustering threats.
"We just want to be helpful in pursuing a de-escalation on the peninsula", he said.
No concrete announcements emerged Saturday, as the Swedish Foreign Ministry stated that "the talks focused primarily on the security situation on the Korean Peninsula, which is high on the U.N. Security Council agenda".
The majority of Ri's time was spent with Swedish foreign minister Margot Wallstrom.

Trump reaffirmed his plan to meet with Kim by the end of May during a phone call on Friday with South Korean President Moon Jae-in, and both voiced "cautious optimism" about efforts to resolve the stand-off.
This kind of commentary is not unusual for North Korea, suggesting that nothing has changed as a result of potential talks with Trump.
"We believe the North Korean leader is now taking stock", South Korean Foreign Minister Kang Kyung-wha said on CBS's "Face the Nation".
"This is, of course, also a very historic engagement and the North Korean leader is coming just south of the DMZ for the third inter-Korean summit", Kang said, referring to the demilitarized zone separating the two countries.
