North Korea says USA carrier groups raise nuclear war threat

Seoul's military said in a statement that the exercises aim to enhance the combined USA and South Korean operational and aerial strike capabilities and to display "strong will and firm military readiness to defeat any provocation by North Korea with dominant force in the event of crisis".

Seo said that at around 3:14 p.m. on Monday, the JCS spotted three North Korean soldiers moving south of the Panmungak, or the North's main building in the Joint Security Area.

While on average more than 1,000 North Koreans defect to the South every year, most travel via China and it is unusual for a North Korean to cross the land border dividing the two Koreas, which have been in a technical state of war since their 1950-53 conflict ended in a truce, not a peace treaty.

Trump's Asia trip ends Tuesday and he has said he'll make a "major" announcement regarding North Korea and trade at the White House on Wednesday.

North Korea's military is preparing for winter drills, prompting South Korea to ensure its forces are combat-ready in case of any hostilities. A U.N. Command helicopter later transported him to the Ajou medical center, according to South Korean officials.

In 1984, a Soviet tourist sprinted across the demarcation line from North Korea in a bid to defect, prompting a gun battle that killed and wounded several soldiers from both sides.

The four-day simulated exercises, which will go on until Tuesday, 14 November, will include participation from South Korean naval forces as well.

Suh said the South had also informed the North on Monday of the soldier and his treatment, via loudspeakers on the border.

Ja accused the U.N. Security Council in Monday's letter of repeatedly "turning a blind eye to the nuclear war exercises of the United States, who is hell bent on bringing a catastrophic disaster to humanity".

The announcement about the Chinese envoy's visit came after Trump during talks with Xi last week urged him to to do more to use China's influence to pressure North Korean dictator Kim Jong-un to give up nuclear weapons programme.

Although there have been a handful of defections across the DMZ in recent years, escapes through the tense Joint Security Area are rare. In 1998, a North Korean solider fled to South Korea via Panmunjom.

He didn't elaborate on what "the last" might be, but North Korea has launched ballistic missiles that have the potential to strike the US mainland, and it recently conducted its largest-ever underground nuclear explosion.

Rex Tillerson, the secretary of state, was photographed by North Korean soldiers while he stood inside one of the huts during a visit to the DMZ in March.
