The Russian Defense Ministry has said that USA forces had refused to carry out airstrikes against Daesh (ISIS) terrorists who were retreating from the Syrian town of Abu Kamal. The U.S. and Russia have broadly maintained a special deconfliction line to communicate the locations of U.S. and Russian air and ground forces in Syria since 2015, but Dillon said the Russian statement describes things that don't reflect typical procedures. The Russian military "has twice approached the central command of the US-led coalition and suggested joint strikes to destroy the retreating IS forces on the east shore of Euphrates".

The ministry also said that the coalition's aviation tried to disturb Russia's Aerospace Forces near Abu Kamal to ensure safe exit of terrorists.

"With this goal, coalition fighter jets were entering the 15-kilometer (9 mile) airspace around Abu Kamal in order to impede the activities of the Russian air force", they added.

"Such actions by the coalition show that the rapid advance of the Syrian troops in Abu Kamal have disrupted USA plans to create pro-American authorities beyond the control of the Syrian government, and to manage the territories on the eastern bank of the Euphrates", it said.

"There is indisputable evidence that the United States pretends it is waging irreconcilable struggle against worldwide terrorism in front of the global community, while in reality it provides cover for the combat-ready Islamic State groups to let them regain strength, regroup themselves and advance USA interests in the Middle East", the ministry said.

With the Islamic State's defenses deeply fractured, the Syrian Arab Army's Tiger Forces were able to make significant progress along the Mayadeen-Albukamal Road, liberating more than 30 km of territory from the militants on Sunday.
