"Additionally, the record did not establish that the university created and offered the courses as part of a systemic effort to benefit only student-athletes". Some courses were populated with high percentages of athletes and the grades given were irregularly high.
"While student-athletes certainly benefited from the courses and ASPSA assistance, the record indicates that similar assistance was generally available to all students", the NCAA report says.
In addition to the allegations brought by the enforcement staff, the panel also considered whether academic fraud violations occurred due to the nature of the case, the university's initial adoption of its accrediting agency's characterization of academic fraud and the information uncovered in the outside Cadwalader investigation.

Investigators first arrived at UNC more than seven years ago in a football probe that ultimately spawned this case focused on irregular courses featuring significant athlete enrollments. Both the football and basketball programs were implicated in the scandal, with the unusual transcript of former North Carolina defensive end and power forward Julius Peppers taking center stage. The school conducted an internal faculty investigation in which it was found that there were issues with 54 classes in the Department of African and Afro-American Studies taught from 2007 to 2011. Athletics academics counselors and football coaches held a meeting in which a PowerPoint presentation explained the importance of the African and Afro-American studies classes in keeping football players academically eligible. In 2015, the UNC athletics generated nearly $90 million for the university.
